Italy's online gambling market has gone through the deepest reform since 2011: with Legislative Decree 41/2024, ADM assigned 52 new concessions to 46 operators (effective 13 November 2025), abolished the skin model and introduced new technical control protocols. Here's what it concretely means for those playing at ADM casinos in 2026.
The 52 New Concessions: What Changes for Players
Since 13 November 2025 the new ADM concessions are operational, assigned to 46 operators with a valid 9-year licence — a clear extension over previous regulatory cycles. The stated goal of the Agency of Customs and Monopolies is twofold: to give serious operators long-term stability and to strengthen controls on those operating in the Italian market.
Goodbye to Skins: One Licence, One Site
The most visible change for the end user concerns the skin (white label) model. Until 2025, a single operator could run dozens of sites under different brands but with the same technical back-end — creating confusion over which was the "official" site and diluting controls.
With the reform, this model has been banned: every ADM licence corresponds to a single official site. The practical effect for players: less confusion over which brand is really authorised, and more direct, traceable controls for each individual platform.
The New Technical Protocols: PGDA 3.0 and PSQF 5.0
Since 16 March 2026, two new technical standards are in force governing the dialogue between operators' systems and the central ADM platform:
- PGDA 3.0 (Remote Skill Gaming Protocol) — covers slots, game shows and skill games.
- PSQF 5.0 (Fixed-Odds Betting Protocol) — covers fixed-odds sports betting.
For the player, the main effect is more granular transaction traceability — a higher level of State control than the previous protocols.
Faster Tax Controls
The new consolidated act on obligations introduces ADM controls on operators' tax payments within the second following year — a mechanism that significantly reduces verification times compared with the past, aiming to catch any irregularities in the payment of the PREU (Single Treasury Levy) sooner.
