Italy's online gambling market underwent its most significant reform since 2011: Legislative Decree 41/2024 saw ADM assign 52 new concessions to 46 operators (effective 13 November 2025, 9-year licences), ban the skin/white-label model (~350 skins closed or absorbed), and introduce new technical protocols PGDA 3.0 and PSQF 5.0 (effective 16 March 2026) for tighter transaction traceability.
